example other businesses could follow. He emphasised that revenue of this kind
funds roads, schools, healthcare, security and social
interventions

The response from B5 Plus Limited

B5 Plus Limited sincerely thanks the Ghana Revenue Authority for this recognition of our contribution to Ghana’s National Treasury. We receive it with humility and gratitude – not only as an honour, but also as a reminder that recognition brings an even greater responsibility to Ghana.

That responsibility is to ensure that our contribution grows sustainably, year after year: by continuing to invest in Ghana, progressively increasing direct and indirect employment, developing Ghanaian skills, deepening local value addition, supporting responsible recycling and the use of local raw materials where feasible, substituting imports, expanding exports – including into the wider West African market – conserving foreign exchange, and maintaining high standards of tax and regulatory compliance. B5 Plus is already one of Ghana’s larger private-sector employers, and we regard that as a base to build on rather than a level to hold.

For us, a stronger domestic manufacturing base and a stronger national revenue base reinforce each other. Manufacturing creates jobs and supplier ecosystems, builds skills, retains value within the country and expands the tax base. As B5 Plus grows its manufacturing capacity, our objective is that our contribution to employment, value addition, industrial development and the National Treasury should grow alongside it. That capacity is being built here in Ghana: B5 Plus today operates West Africa’s largest prefabrication line.

We therefore respectfully encourage the Government of Ghana to continue translating its 24H+ Economy and industrialisation agenda into practical market access for domestic manufacturers. Government, public-sector and state-funded procurement should, within applicable procurement rules and value-for-money requirements, give genuine priority to quality products manufactured in Ghana wherever local producers meet the required standards, specifications, capacity, delivery timelines and competitive value. Public procurement can be a powerful instrument for building Ghanaian industry, creating jobs and widening the country’s future tax base. The opportunity is immediate: Ghana’s steel industry is currently operating at below fifty percent of its installed capacity, and unused capacity is unrealised employment, unrealised value addition and unrealised revenue. Where Ghana can already manufacture a product to the required standard and in sufficient volume, we would respectfully ask that its continued importation be restricted, and that exemptions granted on such products be reviewed.

Equally important is a fair and transparent competitive environment at our ports and borders. Continued, firm and even-handed action against undervaluation or under-invoicing, misdeclaration or misclassification, abuse of exemptions, dumping and other forms of non-compliance that can make imported products artificially cheaper will protect Government revenue while allowing compliant local manufacturers to compete fairly. This is not a call to shield Ghanaian industry from fair competition; it is a call to ensure that all products compete on a transparent and lawful basis, with applicable duties, taxes and product standards enforced consistently.

We also recognise that industry must continue to earn this support. B5 Plus remains committed to quality, competitiveness, innovation, timely delivery, responsible and sustainable manufacturing, skills development and full regulatory compliance. We manufacture under ISO certification and operate a Kaizen-driven production system, and we hold our output to a standard that stands comparison with international equivalents produced anywhere in the world. We stand ready to work constructively with the Ghana Revenue Authority, Government Ministries and other public institutions to strengthen compliance, deepen local production and support Ghana’s transition to a more industrial, export-oriented and resilient economy.

When Ghana produces more of what it consumes and exports more of what it produces, the benefits multiply across the economy – through jobs, skills, foreign-exchange savings, stronger domestic supply chains, higher tax revenues and sustainable industrial growth.

We once again thank the Ghana Revenue Authority, the Government of Ghana, our employees, customers, suppliers, business partners and communities for their confidence and support.

B5 Plus remains committed to Ghana – manufacturing in Ghana, adding value in Ghana, creating more opportunities in Ghana, and contributing continuously to Ghana’s industrial and economic development.

Why domestic tax revenue matters for Ghana

Domestic revenue mobilisation is how a country funds itself without
borrowing. The GRA framed the recognition against its own motto —
Integrity. Fairness. Service. — and urged businesses and
individuals to follow the same example by filing accurately and on time, and by
always demanding a VAT invoice. Together, the Authority said, Ghana can be built
“beyond aid through domestic revenue mobilisation”.
